What is 508 Accessibility
Partners Resource Network says it best; "Section 508 is a component of the U.S. Rehabilitation Act of 1973, and was strengthened in the Workforce Investment Act of 1998, which mandates that all electronic and information technology produced and disseminated by federal agencies be accessible to persons with disabilities. This includes software and Web pages sponsored by the federal government." Quoted from: http://www.partnerstx.org/Resources/IEP/SpecialEducation_AccessTerminology.htm
From a technical perspective this also means that those users with no access to speakers are "functionally" deaf, and those users using older monitors and browsers may not see all the available colors and highlights on a document because of the limitations of the hardware and software not the limitations of the individual. And that is the importance of 508.
